                   LAING RAIL TO BUILD UPON CHILTERN SUCCESS

Sir Martin Laing, chairman of John Laing plc, has welcomed the announcement by
the Shadow Strategic Rail Authority that M40 Trains (a Laing Rail company) has
been  appointed  the  preferred bidder for a new  20  year  Chiltern  Railways
franchise.  He has also indicated that the Investment division, through  Laing
Rail, will now pursue additional rail opportunities.

' Chiltern Railways is already a very successful operation and we are making a
substantial commitment to its continued growth and improvement by planning  to
invest  £370  million  through  M40 Trains  during  the  early  years  of  the
franchise,' says Sir Martin. 

' I  think  we  have  been  successful to date because of good management plus
investment  in  safety,  trains,  stations  which has led to  better  service,
reliability  and  growing usage.   We are now examining  how this   successful
formula can be applied to forthcoming franchise opportunities.'

Andy Friend, Managing Director of Laing Investments, comments,

' A year ago we recognised  that Adrian Shooter and his Chiltern Railways team
were getting it right, and  moved our investment in M40 up to 84%, effectively
converting  a  minority  holding into a subsidiary which is a crucial building
block for Laing Rail. Great credit for this achievement goes to the management
and staff of Chiltern,  who  on  franchise  award will now  be  able  to  look
forward to implementing a most exciting expansion plan.

' Throughout the franchise process we have continued to grow the service, both
by  taking  delivery  of new rolling stock and by investing  directly  in  new
facilities,  such as Warwick Parkway which is funded by Laing Investments  and
is  now  under  construction. Both on Chiltern, and beyond, we  will  look  to
expand our rail infrastructure investments over the next few years.'
