                             APPOINTS NEW DIRECTOR


The Board of Directors of Templeton Emerging Markets Investment Trust PLC
announces today that Sir Brian Williamson, CBE has been appointed as Director of
the Trust.

Sir Brian joins the Board of Templeton Emerging Markets Investment Trust PLC as
a Non Executive Director with effect from December 11, 2002.

Sir Brian, 57, is also Chairman at the London International Financial Futures
and Options Exchange and Electra Investment Trust PLC.
