Pursuant to AIM Rule 17, Steppe Cement Limited (the 'Company') has been advised
by BlackRock Inc. that it has acquired 6,873,601 shares in the Company at £3.35
per share on 4 July 2007. As a consequence of this acquisition BlackRock has
become a substantial shareholder in the Company. BlackRock now holds a total of
9,323,601 shares in Steppe Cement Limited representing an interest of 8.17%.
