                         RETAIL STORES PLC: BOARD CHANGE


Retail Stores plc ('Retail Stores'), owner of the Liberty retailing business,
today announces the resignation of John Ball as a Director of Retail Stores and
Liberty plc with immediate effect.

Mr. Ball held the position of Interim Chief Executive until the appointment of
Iain Renwick as Chief Executive on 11th November 2002 and, thereafter, resumed
his role as Retail Managing Director and oversaw the successful completion of
Liberty's retail restructure.
