         SHIRES SMALLER COMPANIES PLC APPOINTS NEW NON-EXECUTIVE DIRECTOR

Jimmy G West has been appointed a Non-Executive Director of Shires Smaller
Companies plc with effect from 1 April 2002.

He is currently chairman of Gartmore Fledgling Trust plc, Jupiter Financial &
Income Trust plc and Intrinsic Value plc and a director of a number of other
public and private companies.

Shires Smaller Companies plc is managed by Glasgow Investment Managers Limited.
