General Business Update

Red Rock Resources Plc, the natural resource exploration and development company with interests in gold, base and battery metals, and hydrocarbons principally in Africa and Australia announces an update, further to those of 24 November 2025, 9 February 2026, 1 June 2026, 25 June 2026, and 24 July 2026 in relation to developments in the Democratic Republic of Congo (“DRC”), and further to the Annual Report published on 22 December 2025, and the interim report dated 31st March 2026.
DRC
JV
The Company has noted the successful tender for the housing JV pursuant to the Public-Private Partnership Act, the publication of the award, and the signing of the initial contract by the relevant Ministry. Instructions to pay the initial $7,158,887 for the first factory to the JV partner, and the contractual obligation to pay $21,476,663 for the first three factories have been noted in previous announcements.
The procedures for public contracts have been tightened, but the receipt of the first payment is now understood to be scheduled for early October. Given the history of delay receipt will be announced when confirmed.
The Minister for Rural Development has announced his part of the National Plan on State television, including these JV factories on up to 40 locations, with each factory once complete capable of producing 4 or 5 houses per day.
Red Rock and its partner are at the early stage of evaluating offers of copper-cobalt mining areas (Permis d’Exploitation) from three Governmental agencies and one private partner, covering three identified areas and others being identified this week. Some or all of these are expected to be under the umbrella of the Public-Private Partnership Act structure. The Company hopes to make early announcements but is limited by the speed of its public sector counterparts. Some key decision makers have been obliged to travel overseas and so to serve out quarantine periods outside the DRC before proceeding onwards to their destination, and only now are returning.
DRC Litigation
Release of the judgment relating to certain proceedings between the Company and VUP as referred to in the Company’s previous announcements remains pending, and the Company, while understanding why publication has been several times delayed, does not regard this as satisfactory in the circumstances, considering it as related purely to internal matters within the judicial branch, and not a matter where a litigant with right on its side should expect to suffer delay. We expect speedy publication but given the record there is no certainty as to timing.
Red Rock chairman Andrew Bell comments: “There has been a small but frustrating series of delays, and although it will seem too convenient to lay these at the door of Ebola, yet this has been an indirect cause and a weak link in the chain of causation. However this week events have picked up momentum, and the environment for copper continues to improve. Also, during the longer period of delay, the DRC has moved from being one of the least favoured jurisdictions to being one in high demand, with US as well as Chinese interest strong.
Non-DRC interests continue to see some advance, but investor expectations and our forecasts have focussed on the DRC developments, where the potential scale is great, and so we felt an update called for. Elsewhere, we are focused on licence renewal in Kenya and hope to be in a position to provide a meaningful update in this coming quarter. Our interests in Australia remain on hold whilst ideally we continue our search for a partner to share the task of taking these to the next stage”.
