Notification of Partnership Discussions - UPDATE

The Boards of Chelmer Housing Partnership Limited (CHP) and Estuary Housing Association (Estuary) have approved plans to form a new housing association, called Delta Housing Limited (Delta). The Boards decided to go ahead with the merger after considering a detailed business case, which included the findings of due diligence and feedback from a seven-week consultation with customers of both organisations. 

Ian Green OBE, Estuary's current Chair, has been appointed as Designate Chair of the Board and Paul Edwards, CHP's current Chief Executive, has been appointed as Designate Chief Executive for Delta.

Delta's Designate Executive Team and Board is drawn from both CHP and Estuary's existing executive teams and boards. This includes Neil Perrins, Designate Chief Finance Officer (currently CHP's Chief Financial Officer), Michael Hadjimichael, Designate Chief People and Resources Officer (currently Estuary's Chief Finance Officer), and Rachel Hadley, Designate Chief Operating Officer (currently, CHP's Deputy Chief Executive and People and Culture Director).

The merger will be completed via a Transfer of Engagements of Estuary to CHP, and this is expected to be completed by 1 April 2026.

CHP is a community benefit society with registered number 8112.

Estuary is a community benefit society with registered number 23240R.
