Taronga Tin Project Receives the Draft Conditions of Consent for its Development Approval
First Tin PLC, a tin development company focused on advancing low-capex projects in Australia and Germany, is pleased to announce that its wholly owned Australian subsidiary, Taronga Mines Pty Ltd (“TMPL”), has received the draft conditions of consent for approval of the Taronga Tin Project’s (“Taronga”) Development Application from the New South Wales Government’s Department of Planning, Housing and Infrastructure (“DPHI”).
Taronga is classified as a State Significant Development (“SSD”) in New South Wales (“NSW”) and receipt of the draft conditions of consent is the final step in the assessment process before Determination (approval) of its Development Application. This milestone follows the substantive assessment of the application by the DPHI, which commenced with the Company’s submission of the Environmental Impact Statement (“EIS”) in September 2025.
Key Highlights
Development Approval Process Reaching Conclusion
As a SSD in NSW, the formal permitting process began in August 2024 with the submission of the Scoping Report with a request to the NSW Planning Secretary for Environmental Assessment Requirements ("SEARs") for the project. The Scoping Report outlined the key components of the Taronga project, including the layout, infrastructure placement, personnel requirements, and proposed transport routes. Relevant NSW Government departments and regulatory agencies used it to define the range of assessment requirements to be addressed in Taronga's Environmental Impact Statement ("EIS").
The EIS, which was finalised and submitted to the DPHI in September 2025, is a comprehensive document that describes all the components of the Project and provides information on the key environmental, social, heritage and economic issues addressed in its design. Completion and submission of the EIS marked the commencement of a substantive assessment process by consulted government agencies, the local communities and other stakeholders.
Following submission of the EIS, the assessment process commenced with a four-week public exhibition period. Only four objections were received following the exhibition period, one of the lowest objection levels seen for a SSD metalliferous greenfield mining project in NSW in recent years, demonstrating the strong community support for the project. As fewer than 50 objections were lodged, the project has progressed through the standard departmental assessment process rather than being referred to the Independent Planning Commission, making the process more efficient.
The next key milestone was lodgement of the Response to Submissions (“RTS”) report in May 2026, which provided thorough clarifications to collated submissions received from key NSW Government departments and agencies following the public exhibition phase. It also incorporated feedback relating to biodiversity, air quality, groundwater management, and cultural heritage to further optimise the Taronga project design.
Subsequent consultation with NSW Government departments and agencies on the RTS, coordinated by the DPHI, has enabled completion of the departmental assessment and preparation of the draft conditions of consent. The draft conditions have been provided for review and comment by TMPL and its environmental consultants, RW Corkery, ahead of the formal recommendation and Determination (approval) of the project, which is expected in November.
First Tin CEO, Bill Scotting, commented: “The receipt of the draft conditions of consent for our development application represents a major permitting milestone for the Taronga Tin Project and brings us into the final stage of the development approval process.
“Final development approval would represent a significant further de-risking of Taronga and an important step towards securing project financing and advancing the project towards construction.
“Taronga is both an exciting and important strategic asset, with straightforward, open pit mining and mineral processing characteristics, located in NSW, Australia, a globally recognised mining jurisdiction. Development of the project would position First Tin to help meet growing structural demand for tin, delivering new supply of a critical metal needed for the industrial applications underpinning the energy transition and digital transformation that are shaping our future.”

Notes to Editors
First Tin PLC is an ethical, reliable, and sustainable tin production company led by a team of renowned tin specialists. The Company is focused on becoming a tin supplier in conflict-free, low political risk jurisdictions through the rapid development of high value, low capex tin assets in Germany and Australia, which have been de-risked significantly, with extensive work undertaken to date.
Tin is a critical metal, vital in any plan to decarbonise and electrify the world, yet Europe and North America have very little supply. Rising demand, together with shortages, is expected to lead tin to experience sustained deficit markets for the foreseeable future.
First Tin's goal is to use best-in-class environmental standards to bring two tin mines into production in three years, providing provenance of supply to support the current global clean energy and technological revolution.
