Defence Holdings Announces Inaugural Meridian Cohort

Defence Holdings PLC ("Defence Holdings", "DH" or the "Company"), the UK-based defence technology company focused on delivering sovereign software capabilities for the UK and its allies, is pleased to announce the ten companies selected to participate in the inaugural cohort of Meridian, the Company's defence technology accelerator programme.

The inaugural cohort brings into the Defence Holdings ecosystem a new range of technologies and capabilities addressing identified requirements across defence and national security. Through Meridian, the Company will work alongside each cohort member to accelerate the development of these capabilities, strengthen their connection to operational requirements and create clearer pathways towards customers, deployment and commercial opportunities.

The programme formally commenced on 1 September 2026 and is now in active delivery with its inaugural cohort.

Highlights

●    Ten companies selected to participate in Meridian's inaugural cohort, bringing a broad range of technologies and capabilities addressing identified requirements across defence and national security into the Defence Holdings ecosystem.

●    Meridian formally commenced on 1 September 2026 and is now in active delivery, with initial deep-dive sessions underway and individual technical, commercial and customer roadmaps being developed for each cohort member.

Selection of the Inaugural Cohort

The selection process for Meridian's inaugural cohort attracted an exceptionally strong response from across the UK technology ecosystem, both in the volume of applications received and the quality of the businesses and technologies represented. Applications spanned a broad range of capabilities relevant to defence and national security, creating a highly competitive selection process for the ten companies ultimately chosen to form the inaugural cohort.

Applications were reviewed through a structured selection process led by Defence Holdings PLC, with the selection committee comprising members of the Company's broader team together with representatives from Meridian's partner ecosystem, including Oracle and IMSL.The composition of the committee ensured that each application was assessed from multiple perspectives, combining technical scrutiny with an understanding of operational defence requirements, commercial potential and the practical pathways required to move emerging technologies towards deployment.

Companies were assessed against a range of criteria, including the relevance of their technology to identifiable defence and national security problem sets, technical differentiation and maturity, potential pathways towards operational deployment, scalability, sovereign capability and the strength of the team responsible for its development. Particular emphasis was placed on technologies where Meridian's combination of defence relationships, technical expertise and strategic partners could provide a meaningful opportunity to accelerate progress.

The ten companies ultimately selected bring together a diverse range of technologies and capabilities aligned to areas of growing importance across defence and national security. The cohort combines emerging technologies with businesses already demonstrating commercial and operational traction, including UK Ministry of Defence contracts, NATO and allied defence deployments, established commercial revenues and customer pipelines. Collectively, they reflect Meridian's focus on identifying technologies with clear relevance to current and emerging operational requirements, together with a credible pathway towards practical application and commercial adoption.


Inaugural Cohort Members

A short overview of each of the ten companies selected for Meridian's inaugural cohort is provided below in alphabetical order. Further information on each cohort member can be found at meridianbydefenceplc.com.

1. Blackmoor Defence

Blackmoor Defence is developing technologies designed to provide greater visibility into parts of the operating environment that are often invisible to the operator, built around distributed sensing, secure evidence, data fusion and operator decision support. Its technologies span RF and GNSS integrity awareness, autonomous-system assurance, maritime security and critical-infrastructure protection, with the company currently estimating SCOUT at TRL 5, SALT at TRL 2 and Sea Sentinel at TRL 7. Together, Blackmoor's technologies provide Meridian with capabilities spanning electronic warfare awareness, autonomous-system assurance, maritime security and critical-infrastructure protection, with technologies that can be shaped around identifiable defence requirements.

2. CulturePulse

CulturePulse develops population-scale behavioural simulation technology designed to model how people form beliefs, react to events and respond to policies, narratives and external interventions, providing decision-makers with a way to test how groups may respond before an intervention is made. Its technology has analysed more than 200 million personas and run more than two million simulations, with the founding team having raised €85 million in grant funding over the course of their careers, alongside validation through work involving NATO, the United Nations and UK Government.. By allowing different courses of action and communications strategies to be explored in simulation rather than first tested against a live population, the technology can help decision-makers understand how people may respond to an intervention and how that response could be altered.

3. Haziel

Haziel is a frontier research lab building AI to support missions in contested environments. Its first product, Godwit, uses autonomous weather-based navigation to hold High Altitude Balloons over a fixed location, creating resilient communications and PNT infrastructure independent of conventional ground networks and space-based systems. Haziel's AI is trained on 1PTB of weather data and 4BN rows of EW data, with the technology completing a six-day simulated station-keeping demonstration in Colorado in May 2026 at approximately 18.5 kilometres altitude. As military forces become more distributed and more dependent upon data, they are increasingly exposed to jamming and GNSS-denial, creating applications across resilient tactical communications and PNT, satellite backup, persistent intelligence, surveillance, and Reconnaissance (ISR) relay, autonomous-system backhaul, border monitoring and temporary regional communications.

4. Inexorable

Inexorable is a UK defence technology company developing a sovereign software orchestration layer for coordinating large teams of uncrewed autonomous vehicles. Its AI platform operates across air, land and maritime environments and is designed to sit across third-party vehicles and mission systems. This enables heterogeneous fleets to share information, replan missions and coordinate activity without being tied to a single hardware provider. Its technology has demonstrated control of more than 100 uncrewed vehicles in simulation, and the company has been awarded three UK Ministry of Defence contracts between December 2025 and August 2026. The capability is closely aligned with the UK's Strategic Defence Review, which identifies autonomy, AI and uncrewed systems as central to the future Integrated Force and calls for their incorporation in high numbers over the coming years.

5. Marlin Intelligence

Marlin Intelligence is developing a biomimetic soft-robotic uncrewed underwater vehicle for surveillance and sensing in shallow and contested littoral environments. The platform uses an elastomeric body and biomimetic actuation, with the objective of reducing its visual and acoustic signature. It is designed for autonomous or remotely controlled operation, deployment individually or in swarms. Naval forces are increasing their use of uncrewed and autonomous systems, while the protection of ports, naval facilities, cables, pipelines and other subsea infrastructure has become a more prominent national-security priority. These requirements create demand for affordable sensing systems that can be deployed in numbers and operate persistently in complex coastal environments, with potential application across surveillance, infrastructure protection, mine countermeasures and submarine tracking. Marlin Intelligence is also a member of the Oracle Defense Ecosystem.

6. Nisien

Nisien is a Welsh technology company developing HERO, an AI-driven early-warning platform for detecting, classifying and prioritising online threats, including text and imagery generated or manipulated using AI, alongside misinformation, abuse and related threats. Generative AI makes it increasingly easy to create convincing text and imagery that can misrepresent events, spread misinformation or influence operational decision-making, creating a growing requirement to identify deceptive content quickly and establish what can be trusted. The technology originates from more than a decade of academic and applied research associated with Cardiff University and is already being commercialised, including a multi-year recurring contract. Its defence-market modelling identifies applications including AI-modified document scanning and content verification, illustrating how the underlying technology could extend beyond social monitoring into wider information-assurance requirements.

7. N:SYM

N:SYM is a Manchester-based AI company developing BeliefNet, a proprietary neuro-symbolic AI architecture designed for high-consequence environments where decisions need to be explainable, assured and auditable. BeliefNet combines neural-network methods with symbolic logic, producing predictions alongside an explicit reasoning chain that allows users to understand the factors supporting or contradicting an outcome. Applications identified by the company include intelligence prioritisation, sensor interpretation, explainable threat classification, mission decision support and autonomous-system assurance. These are environments where the speed of machine analysis can provide significant advantage, but where human accountability remains essential. N:SYM's low-compute approach could also allow AI to be deployed closer to the point of decision, including environments where access to cloud infrastructure or high-performance computing is constrained.

8. TACTIQL

TACTIQL is a Canadian defence technology company developing the software infrastructure required to make information generated by different military sensors and systems interoperable. Its FULCRUM platform ingests multiple data formats, processes and standardises them, converts information into recognised military and commercial standards and distributes it across networks and command-and-control systems. TACTIQL is already operational, bootstrapped and cash-flow positive. Its technology has been baselined on the Canadian Army's mission network supporting NATO's Enhanced Forward Presence in Latvia, has supported Canadian Navy uncrewed-system integration and has been deployed at NATO and coalition exercises including CWIX and REPMUS. The company reports TRL 9+ validation by Canada and NATO and participation in NATO DIANA Phase II. TACTIQL is also a member of the Oracle Defense Ecosystem.

9. Unified UV

Unified UV is building the physical coordination infrastructure that turns autonomous platforms into coordinated teams. The company's plug-and-play onboard hardware module uses directional links to provide resilient mesh communications, determine relative positions and maintain synchronised timing, without relying on GNSS, conventional communications or manual direction. No single autonomous platform will determine future military advantage. The decisive capability will be the ability to combine multiple systems into coordinated teams that can share information, allocate tasks and adapt at machine speed. As the UK expands its use of drones and autonomous systems, every additional platform increases the need for resilient infrastructure that can connect the force at scale. Unified UV is addressing this foundational requirement: enabling diverse autonomous assets to be fielded not simply as a collection of individual platforms, but as a coherent fighting system.

10. Valinor Intelligence

Valinor Intelligence is an intelligence-as-a-service company combining proprietary OSINT technology with a distributed community of more than 300 verified analysts and subject-matter experts. Valinor combines automated collection with specialist intelligence analysts to deliver on demand, completed intelligence products, monitoring and bespoke datasets, providing surge specialist analytical capability when and where it is required. The proliferation of commercially available data has changed the economics of intelligence, creating applications across defence, national security, critical infrastructure, geopolitical risk and commercial intelligence. Valinor enters Meridian with an established commercial base rather than a purely prospective market case, with reported closed-won business of over thirty deals and a qualified sales pipeline worth over £7 million.

Oracle Defense Ecosystem

The strategic relationship between Defence Holdings and Oracle continues to deepen through Meridian, creating increasingly strong connections between the two organisations' defence technology ecosystems. The presence of two Oracle Defense Ecosystem members within Meridian's inaugural cohort provides an early demonstration of that alignment.

Bringing these ecosystems closer together expands access to technologies, technical expertise, defence relationships and potential customers, creating stronger pathways through which emerging capabilities can progress towards commercial and operational opportunities.

For Defence Holdings, this growing relationship with Oracle strengthens the reach of Meridian beyond the programme itself, creating further opportunities for customer access, technology collaboration and commercial activity across the UK and allied defence markets.

Programme Delivery Underway

Meridian formally commenced on 1 September 2026 and has now entered active delivery with its inaugural members.

Initial deep-dive sessions with cohort members are underway, focused on developing a detailed understanding of each company's technology, current stage of development, commercial objectives and the operational defence requirements against which its capability can be applied.

These sessions will inform the development of individual roadmaps for each cohort member, identifying the technical, commercial and customer milestones that will form the focus of their participation in Meridian. This will include opportunities for customer engagement, technical validation, strategic partnerships and routes towards operational deployment.

As these roadmaps develop, Defence Holdings will work with cohort members and Meridian's wider partner ecosystem to accelerate progress against these priorities and identify opportunities where the Company's relationships, capabilities and access to the defence market can support their commercial development.
