BLOCKLISTING APPLICATION

Application has been made for the blocklisting on AIM of 3,437,321 ordinary A
shares of 10p each in the Company ('Shares'), under the Sarantel 2000 Unapproved
Executive Share Option Scheme, comprising EMI options (2,396,755 Shares) and UK
unapproved share options (1,040,566 Shares)

Upon issue the shares will rank pari passu with the Company's existing issued
ordinary A shares, and dealings are expected to commence, subject to allotment,
on 13 December 2005.
