Board changes

The Board of Directors of Standard Chartered PLC announced today that Mr Barry
Clare has decided to step down as a Non-Executive Director with effect from 31st
July 2003. Mr Clare wishes to give more time to pursuing other business
ventures.

The Board is grateful to Mr Clare for the significant contribution he made
during his time on the Board.
