SRV to build new Hämeenlinna women’s prison

Senate Properties has selected SRV to implement the new Hämeenlinna women’s prison for Criminal Sanctions Agency. The total value of the project is around EUR 30 million. The project has been recorded in SRV order backlog. The final spearhead project model alliance contract will be signed in August.

The project will be launched immediately in the development phase, and construction is provisionally intended to begin in January 2019. According to the target schedule, the new building will be completed at the end of August 2020. The new women’s prison will have a gross area of 8,000 brm2.

The new prison, to be constructed at the site of Hämeenlinna Prison, will become Finland’s only closed facility intended solely for women. Hämeenlinna women’s prison is a pilot project, aimed at improving operational efficiency and effectiveness in the prison system. At the same time, the Criminal Sanctions Agency is creating a new kind of forward-looking operating culture for the Finnish prison service. The women’s prison will be implemented as a new building in the immediate proximity of the present prison buildings, thereby ensuring that the usual prison activities can continue during the construction of the project with no need for substitute premises. The project is a security classified project.

“We are very pleased to cooperate once again with Senate Properties. In this project, we will be able to make use of the expertise we acquired in the security classified projects we have implemented for them before. We have previously completed corresponding premises in the Joensuu court and police building project and in the renovation of the Lappeenranta police building,” says SRV’s Unit Director, Antti Raunemaa.

The Hämeenlinna women’s prison is the fourth project using the spearhead project alliance model to be implemented by SRV for Senate Properties, the work environment partner and specialist of the Finnish government. This contract model, which SRV also commented during the development, is applied in all of Senate Properties’ largest and most important projects. The first project implemented using the spearhead project model, in which SRV was responsible for the construction, was the Nuclear Safety Building, completed in Espoo in 2016.
