LETTER TO LONDON STOCK EXCHANGE

We are writing to advise you that we have today received notification that Mr
Crispin Davis, a director of Reed International P.L.C. and Elsevier NV,
purchased 44,778 Reed International P.L.C. ordinary shares at 443.511p per share
and 31,099 Elsevier NV ordinary shares at EUR10.50 per share, on Friday 3 March
2000.  Following this purchase, Mr Davis now holds 44,778 ordinary shares in
Reed International P.L.C. and 31,099 ordinary shares in Elsevier NV.
