                     Appointment of Non-Executive Chairman

Following the announcement on 6 December 2006 regarding the death of Patrick
Maugein, the Company announces that the Board of Directors of SOCO has
unanimously approved the appointment of Rui de Sousa as Non-Executive Chairman.

Mr de Sousa has been a non-executive member of the Board of SOCO since July
1999.
