On 12 January 2004 the Company received notification that Pension Services Ltd,
on behalf British Steel Pension Fund,  has a notifiable interest in 6,500,000
ordinary shares of 1p each in OTC representing 3.66 % of OTC's issued shares.

The shares are registered in the name of Chase Nominees Limited.
