OXFORD BIOMEDICA ANNOUNCES UNDERWRITTEN INSTITUTIONAL PLACING AND OPEN OFFER AND
               INVESTMENT BY SIGMA-ALDRICH TO RAISE £30.1 MILLION

Following the announcement released earlier today, 16 November 2005, Oxford
BioMedica plc confirms that it is today posting a Prospectus, incorporating a
circular, setting out details of the Placing and Open Offer and the
Subscription, and convening an Extraordinary General Meeting on 12 December
2005.

Two copies of the Prospectus, incorporating the Circular, have been submitted to
the Financial Services Authority and will be available shortly for inspection at
the Financial Services Authority's Document Viewing Facility which is situated
at: Financial Services Authority, 25 The North Colonnade, Canary Wharf, London,
E14 5HS (Tel: [phone]).

The Prospectus has also been made available to the public pursuant to section
3.2 of the Prospectus Rules and copies of the Prospectus will be available from
or can be inspected at, the registered office of the Oxford BioMedica plc
(Medawar Centre, Robert Robinson Avenue, Oxford Science Park, Oxford, OX44GA)
and the offices of Morrison & Foerster (City Point, One Ropemaker, London EC2Y
9AW).

Definitions used in the Prospectus sent to Shareholders dated 16 November 2005
shall have the same meanings when used in this announcement, unless the context
requires otherwise.
