                            Appointment of Director

The Company is pleased to announce the appointment of Ron Lepin as a
non-executive director of the Board with effect from 24 October 2005.

Mr Lepin is Vice President, Infrastructure with Ontario Teachers Pension Plan
Board, which holds 25% of the issued share capital of the Company, and will
therefore not be regarded as an independent director.

There is no information to be disclosed under LR 9.6.13 and as at the date of
his appointment, Mr Lepin holds no shares in the Company.
