Proposed Buy-back of Ordinary Shares following the acquisition of Ansul S.A

In the circular to shareholders dated 7 December 1999 concerning, inter alia,
the acquisition of Ansul S.A., London stated that arrangements would be made
in time for the Annual General Meeting to be held in 2000 for London to offer
to purchase up to 250 ordinary shares from each shareholder at a price of no
less than 258p per ordinary share.

London announces that it intends to send out documents relating to this
proposal at the same time that the report and accounts of London for the year
ended 31 December 1999 are despatched to shareholders, which is expected to be
in May.

London also announces that this proposal will relate to shareholders on the
register on 31 March 2000.
