New Agreement

ITIS Holdings PLC 17 June 2004 17th June 2004 O2 UK AND ITIS TO PROMOTE AND DEPLOY NEW TRAFFIC COLLECTION TECHNOLOGY ITIS Holdings plc (ITIS), a leading UK road traffic information and data specialist, and O2 UK, a major mobile network operator in the UK with over 13 million customers, are pleased to announce that they have agreed to work together to promote and deploy a new traffic collection technology for measuring and forecasting real time traffic flow based on anonymously sampling the positions of mobile phones. This agreement follows ITIS' acquisition of Estimotion in December 2003 and the successful implementation of the technology in Israel. ITIS and O2 UK will initially trial this technology on a project sponsored by the Scottish Executive who in return will be provided with real-time incident detection data and journey time information. This builds on the existing relationship which ITIS has with the Scottish Executive through the provision of a journey time website which uses ITIS Floating Vehicle Data (FVD) technology. This implementation in Scotland is the first step towards a proposed nationwide roll-out which will for the first time provide a cost effective method of generating extremely accurate real-time traffic information in the urban environment as well as on A roads and motorways. Stuart Marks, Chief Executive of ITIS Holdings, commented, 'We are delighted that O2 UK have chosen to work with us and we are confident that it will enable ITIS to build on its strong position in the traffic information market. We have been very pleased at the speed of which this technology has been accepted by mobile operators and we expect to announce further deployment in other countries.' Ian Curran, Head of Business Development & Partner Strategy, O2 UK said, 'ITIS's technology enables O2 UK to create further value from the O2 UK cellular infrastructure and to ensure that we play a leading part in the continued growth and demand for real time traffic services for the urban market.' - Ends - NOTES TO EDITORS: • O2 aims to enrich customer's lives by enabling them to get the most from their mobile. As a leading provider of mobile services to consumers and businesses in the UK, O2 offers a range of services including text, media messaging, games, always on data connections (via 'GPRS'), music over mobile and mobile video. O2 is the UK market leader in mobile data services such as text, with three quarters of a billion messages being sent by O2 customers each month. O2 was formed in 2001 following the demerger from British Telecom of its former mobile business, BT Wireless. O2 (UK) Limited is a subsidiary of mmO2 plc which also delivers O2 branded services in Ireland and Germany. O2 has over 13 million customers in the UK. • ITIS Holdings plc, listed on AIM, is the UK's leading provider of traffic information services. ITIS has invested in the development of a unique system for the collection and analysis of traffic information; it combines information from the Automobile Association (AA) traffic control centres with ITIS historic and real time Floating Vehicle Data (FVD(R)) to provide journey time forecasts and real time updates. ITIS now operates the largest commercial application of FVD(R) anywhere in the world, and delivers the content over a variety of platforms including RDS-TMC (Alert C), digital radio and automated telephone services (IVR) under the AA RoadWatch brand. • Estimotion, Inc. was founded in July 2000 and employs seven people in the design and development of its technology. The founders of Estimotion have developed their various applications using their knowledge of sophisticated defence technology. All the employees are shareholders in Estimotion and will be employed by a new Group subsidiary based in Israel established to accelerate the development of the Estimotion technology. Estimotion has developed patented technology which provides a unique and high quality system for measuring and forecasting real time traffic flow based on anonymously sampling the positions of mobile phones. Whilst an individual record of a mobile phone's position is typically less accurate than a corresponding GPS record, this is compensated by the large number of mobile phones on any road, knowledge of the underlying road network and the application of statistical techniques. Estimotion has developed a full working demonstration site with high success, using live mobile phone data in the Tel Aviv area of Israel, and has calibrated the results against traffic simulation models and loop data. • For further information, please visit www.itisholdings.com or www.navtrak.com.
