                      Appointment of New Finance Director

Regal is pleased to announce the appointment of Mr Roger S.C. Phillips as
Finance Director of Regal with immediate effect, and the resignation of Mr Glenn
Featherby as Finance Director.

Mr Phillips (aged 49) is a Chartered Accountant with over 25 years experience in
the oil and gas industry including 19 years at Amerada Hess Corporation
('Amerada Hess'). Most recently, Mr Phillips was the Vice President and Director
of Amerada Hess in London where he was in charge of finance for Europe, North
Africa and Asia. Mr Phillips' appointment is with immediate effect.

Mr Featherby has resigned as a director of Regal in order to devote more time to
his other business interests. The Board of Directors of Regal expresses its
appreciation to Mr Featherby for his valued contributions to Regal.

The Board of Regal now comprises of the following directors:
          
     -    Mr Frank Timis (Executive Chairman)
     -    Mr Guenter Nolte (Chief Executive Officer)
     -    Mr Roger Phillips (Finance Director)
     -    Mr Bill Humphries (Non-executive Director)
     -    Lord St John of Bletso (Non-executive Director)

Commenting on the appointment Frank Timis, Executive Chairman, said:

'Regal has now developed into a significant oil and gas exploration and
production company and requires an appropriate structure to continue its growth
strategy. The appointment of Roger Phillips, with his considerable experience
gained at Amerada Hess, will provide Regal with the necessary finance
infrastructure to take the business onto the next level of its development. We
