(a sino-foreign joint stock limited company incorporated in the People's Republic of China) (Stock Code: 991) DETERMINATION OF THE OFFER PRICE RANGE FOR THE A SHARES ISSUE SUMMARY Preliminary price consultations for the public offering of not more than 500,000,000 A Shares of the Company were completed on 4 December 2006. The offer price range for the A Shares was determined at RMB5.88 per share to RMB6.68 per share. Reference is made to the announcements published by the Company dated 16 November 2006 regarding the Company's proposed A Shares Issue, and those dated 27 November 2006 regarding the approval of the A Shares Issue by the CSRC and commencement of price consultations for the A Shares Issue. Pursuant to the relevant laws and regulations in the PRC, the Sponsor for the A Shares Issue conducted the preliminary price consultations among institutions for price consultations registered in the Securities Association of China in the PRC during the period from 28 November 2006 to 4 December 2006. Preliminary price consultation forms were received from 107 institutions for price consultations. The Company and the Sponsor of the A Shares Issue have determined the offer price range for the A Shares at RMB5.88 per share to RMB6.68 per share, based on the preliminary price consultations, taking into consideration of the Company's specific circumstances, the industry's situations, the valuations of comparable companies and the market conditions, as well as by referring to the share prices of the Company's H Shares during the Price Consultations Period, and such price range was the range where most price quotes were placed during the price consultations. The off-line issue and online issue for the A Shares Issue will be conducted simultaneously. The timeslot for the off-line issue will take place from 9:00 to 17:00 on 6 December 2006 and 9:00 to 15:00 on 7 December 2006; whilst the timeslot for the online issue will take place on 7 December 2006. The time for subscription is the normal trading hours at the Shanghai Stock Exchange (during the period from 9:30 to 11:30 and 13:00 to 15:00). It is estimated by the Company that it shall publish an announcement as soon as practicable regarding the offer price and size for the A Shares Issue. The announcements regarding the offer price range for the A Shares Issue will be published concurrently on 6 December 2006 in several newspapers in the PRC, including the China Securities Journal, Shanghai Securities News, Securities Times and Securities Daily.
