                 NOTICES OF SHAREHOLDER MEETINGS & PROXY FORMS

I advise that copies of the 2004 Annual Reports to shareholders of BHP Billiton
Plc and BHP Billiton Limited (both the Concise Report and Combined Financial
Statements) have been lodged with the United Kingdom Financial Services
Authority ('The Authority') and can be viewed on the Authority's Document
Viewing Facility situated at: Financial Services Authority, 25 The North
Colonnade, Canary Wharf, London E14 5HS tel: [phone]. They may also
be viewed on the BHP Billiton Group website www.bhpbilliton.com, together with
full single entity financial statements of BHP Billiton Limited which will not
be mailed to shareholders but are available on request.

The 2004 Health, Safety, Environment and Community Summary Report of the BHP
Billiton Group has also been lodged with the Authority and is available for
inspection on the Authority's Viewing Facility and the BHP Billiton Group
website. Also on the BHP Billiton Group website is a more expansive version of
that Report.

Copies of the Notices of Meetings of the Annual General Meetings of BHP Billiton
Plc (to be held in London on 25 November 2004) and of BHP Billiton Limited (to
be held in Sydney on 22 October 2004) have been lodged with the Authority and
are available for inspection on the Authority's Viewing Facility, together with
forms of proxy mailed to BHP Billiton Limited shareholders and BHP Billiton Plc
shareholders (principal UK register and South African register).
