Dutch Health Merger Update

Aviva PLC 22 November 2006 22 November 2006 DUTCH HEALTH MERGER WILL NOT PROCEED Delta Lloyd, the Dutch subsidiary of Aviva plc ('Aviva') has today confirmed that the proposed merger of the health insurance operations of Agis Health Insurance, Menzis Health and Income, and Delta Lloyd and OHRA Health, will not proceed. As previously stated, the merger was contingent upon the approval of the relevant councils of members or shareholders of all three health insurers and, as a result of the decision by the Menzis Health and Income Member Council to reject the proposal, the merger will therefore not proceed.
