Manpower Software Plc ("Manpower Software" or the "Company")

Manpower Software was informed today that, following the purchase of 500,000
ordinary shares of 5p each in the Company ("Ordinary Shares") on 3 March 2003 at
a price of 5.5p each, funds managed by Herald Investment Management Limited own
11,720,836 Ordinary Shares.  This holding represents 26.49 per cent. of the
Company's issued share capital.
