IBL - New Licensee Agreement

   INTERNATIONAL BRAND LICENSING PLC EXTENDS ADMIRAL DISTRIBUTION IN CENTRAL   
                                    EUROPE                                     

International Brand Licensing Plc ("IBL") announces the appointment of Prague
based World Brands s.r.o. ("World Brands") as the Admiral licensee for the
Czech Republic, Slovenia, and Hungary. The licence agreement is based on a
pre-agreed level of royalties of World Brands' sales revenues over the five
year agreement and is subject to minimum guarantees per annum.

IBL Chief Executive, Tony Hutchinson, comments: "We are delighted to have
signed the agreement with World Brands that will see Admiral launched in this
new territory for the first time. World Brands has a wealth of experience both
with the sports retail sector and the professional sporting federations of the
region, and we are confident that Admiral will quickly develop a real presence
in these emerging markets."

Admiral is the sponsor of the England and West Indies cricket teams together
with Leeds United Football Club.
