Wholesale Broadband Access and Hull wholesale market reviews


Ofcom has today published final statements on our reviews of:


•              The Wholesale Broadband Access market

•              The WBA and Wholesale Local Access markets in the Hull Area


Wholesale broadband access (WBA) services allow telecoms providers to supply broadband to their customers. Their usage has fallen in recent years, as competition has increased. Larger providers have expanded their networks by installing their own equipment in BT's exchanges, and now primarily use wholesale local access (WLA) products, while Virgin Media has also extended its cable network.


Ofcom has consistently removed regulatory obligations in those parts of the country where there is strong competition, in keeping with our commitment to regulate only where it is necessary.


Our analysis shows that the areas where consumers have no, or limited, choice of broadband providers now account for around 1% of UK premises. This compares to around 10% following our last WBA review in 2014.

The Hull Area, where KCOM owns and operates the largest telecoms network, accounts for around 0.7% of UK premises. The market for broadband in this area remains uncompetitive.


We have found in these reviews that BT and KCOM continue to have 'significant market power' in uncompetitive areas of the country. In these areas, we are maintaining regulation designed to promote retail competition. This includes requirements on BT and KCOM to provide wholesale products to other providers on a fair and reasonable basis.

On 21 June, we submitted drafts of our decisions to the European Commission for consultation. Following its review, the Commission provided no comments on our Hull statement, and commented on possible evidence to consider in future reviews for the WBA statement. There are no material changes to our final decisions from those published in June. Today's statements take effect immediately.
