Wholesale broadband access and Hull wholesale market reviews


Ofcom has today published a draft statement on our wholesale broadband access (WBA) market review.


The wholesale services in this market enable telecoms providers to supply broadband to their customers.


Use of WBA products by telecoms providers has fallen in recent years, as competition has increased. Larger providers have expanded their networks by installing their own equipment in BT's exchanges, and now primarily use wholesale local access (WLA) products, while Virgin Media has also extended its network.


Ofcom has consistently removed regulatory obligations in those parts of the country where there is strong competition, in keeping with our commitment to regulate only where it is necessary. Our analysis shows that the areas where consumers have no, or limited, choice of broadband providers now account for around 1% of UK premises - compared to around 10% following our last WBA review in 2014.


We have found that BT continues to have significant market power in areas without strong competition, and we have focussed our regulation on measures to protect retail competition.

Ofcom has today also published a draft statement on our WLA and WBA market reviews for the Hull area, which accounts for around 0.7% of UK premises, and where KCOM owns and operates the largest telecoms network.


We have found that KCOM continues to have significant market power in the Hull area, and are therefore maintaining regulation to help promote retail competition in the Hull area.

Our reviews published today include requirements on BT and KCOM to provide wholesale products to other providers on a fair and reasonable basis.


Our draft statements have been submitted to the European Commission for comment. We expect to publish final statements next month.
