Business Post Group

Issue of Licence

Business Post Group PLC
12 June 2003

                            BUSINESS POST GROUP plc

Issue of Long Term Licence to UK Mail Limited

Further to its announcement of 30 April 2003, Business Post is pleased to note
that Postcomm, the independent postal industry regulator, has granted Business
Post's subsidiary, UK Mail, a long term licence to provide postal services for
business customers.

The licence, which is for a minimum period of seven years, permits UK Mail to
undertake collection, sorting and national distribution of business mail, with
Royal Mail undertaking the final delivery. UK Mail's existing interim licence
for similar services will be revoked by consent.

UK Mail's ability to provide postal services under its long term licence is
dependant upon the agreement of access arrangements between UK Mail and Royal
Mail. Whilst Postcomm announced its proposed determination on 19 May 2003, these
arrangements are still to be finalised.
