issued under its Euro 3,000,000,000 (originally Euro 1,000,000,000) Debt
Issuance Programme (the Notes).

Notice is hereby given that the Notes are to be transferred from the London
Stock Exchange's Gilt-edged and Fixed Interest Market, on which they are
currently admitted to trading, to the London Stock Exchange's Professional
Securities Market with effect from a date which is expected to be on or around
24th November 2006.
