                    Appointment of Administrative Receivers

Billam  plc  announces  that  Mr Edward Klempka and  Mr  Stuart  Mackellar  of
PricewaterhouseCoopers were appointed Joint Administrative Receivers of Billam
plc and its principal subsidiaries on 19 October 1999.

Based on current information, the Administrative Receivers do not believe that
there is any prospect of a distribution to shareholders.
