                            HALMA STRENGTHENS ITS LEAD
                              IN WATER LEAK DETECTION

Halma, the leading safety and environmental technology group, announces that on
Thursday 13 February 2003 it completed the purchase of the whole of the issued
share capital of Radcom (Technologies) Limited ('Radcom').

Radcom, based in Hampshire and with an operation in Boston, USA, makes equipment
and software for leakage reduction and waste water flow monitoring. Their key
products are water flow and pressure loggers plus a novel acoustic logger which
pinpoints the position of leaks. These products will further strengthen Halma's
world-leading water leak detection and monitoring businesses and allow it to
exploit growth in the global waste water monitoring market in particular.

Unaudited accounts for Radcom for the year ended 31 December 2002 show sales of
£2,980,000, profit before taxation of £550,000 and net tangible assets of
£1,000,000. The consideration is £2,900,000 payable in cash on completion plus
deferred cash consideration of up to £600,000 if certain profit targets are
achieved.

position to satisfy the increasing demand by water utilities for 'real-time'
data about their drinking water and waste water networks. The acquisition builds
on the existing unique technical expertise of our water-related businesses in
Europe and the USA and will be of value to water utilities across the world.'
